Desired outcome

A deploy (automatic or manual) should be atomic per function: either the function is fully deployed and servable, or the deploy fails visibly and the previous working version stays servable. It should never end up in a state where the metadata says `ACTIVE` but the runtime can't find the underlying bundle.
